Your Telegram February 15th.
In order to investigate thoroughly ownershio of coal Prince Ching yesterday proposed that the accountant Kwane, who kept the books should go to his Majesty's Consulate-Cenersi and be there examined by the Consul-General and a representative deputed by the Viceroy. I saw no objections. I would suggest toat Wung and his witnesses including Kwang accompanied by a legal representative of the hongkong Government should proceed to the Consulate-General for the above purpose. Do you concur ?
Confidential. I am informed on good authority for some months
before the date of back's mortgage Chou had reason to dread Viceroy's enuity and was en- deavouring to place his property out of Viceroy's reach.
